Tragic Incident at Ramsey Park Claims Lives of Mother and Two Children
Ramsey, Minn. (FOX 9) – A heartbreaking incident unfolded at a park in Ramsey on the morning of April 8, resulting in the tragic loss of a mother and her two young children. The victims have been identified as Jessica L. Frank, 33, along with her two children, 9-year-old Solara Frank and 4-year-old Laiken Lea Frank.
Victims Identified
The Elk River School District confirmed that both Solara and Laiken were students within the district, with Solara attending Twin Lakes Elementary School and Laiken enrolled at Discovery Learning Preschool. The community has been left stunned by the loss of these young lives and their mother.

The Anoka County Sheriff’s Office was alerted to a “sensitive incident” at Rum River Central Park in Ramsey after responding to a welfare check just before 10 a.m. Authorities discovered a parked SUV with the two children inside, where both the woman and the girl were pronounced dead at the scene. Unfortunately, despite efforts to save him, the boy also succumbed to his injuries after being rushed to the hospital.
